You can leave a jump clone anywhere.
You can only create a jump clone at NPC stations & player outposts with medical facilities, or with a clone vat on certain capital ships.
To create a jump clone at a NPC station, you must have 8.0 or higher personal standing with the owning corporation, OR your player corporation must have 8.0 or higher standing with the owning corporation. Being in a NPC corp does not qualify!
Since the standing can be a high barrier, the player corporation EACS allows anyone to join and make jumpclones. Typically you only stay in that corp for the time it takes you to create all the jumpclones you want, then you leave the corp.

Your home station is where your medical clone is located. It is shown on your character sheet.
You only move to your medical clone when your current clone body dies (podded).
Jump clones are spare bodies you can move between to quickly move across space, or change implant sets.
If you have a jump clone in a station it can NEVER be evicted from that station, however medical clones can be evicted if the station owner chooses; in the latter case the medical clone will be move to the station where your corporate HQ is located (my HQ is Jita, though we have no office there).
